Where the E-rate data comes from
Every bid in your list comes from public USAC E-rate records, joined by code, not typed by hand. Here is each source, what it shows, what it does not prove, and how we check it.
Numbers on this page: as of , built on USAC data of .
The sources
Five USAC Open Data datasets and the US Census geocoder. USAC lists each dataset’s update frequency as Daily. We check USAC every hour and rebuild the lists after its daily load; the table shows the load every number on this page is built on.

What we drop, and why
We don’t list every open 470. Here is what happened to the open, certified Form 470s on USAC data of November 7, 2026:
- 1,620 open, certified Form 470s whose earliest contract date hasn’t passed (any category)
- − 813 have no Category 2 (inside-the-building network) line items
- − 14 are closed to new bidders: the 470’s own text names a mandatory site visit or pre-bid meeting that has already passed
- − 15 have no usable location (no coordinates, or a point more than 25 miles from the billed ZIP)
- 778 open network bids we list nationally, from 730 schools, libraries and districts
Several open 470s from the same buyer in your area show as one item. A site visit or bid due date named only in the RFP file is not caught, because we can’t read RFP files. Open the RFP before you drive or bid.
Where it works
USAC’s data covers every state; on November 7, 2026 there were open network bids in 49 states and territories. The most: IL 90, MI 72, OH 62, CA 58, TX 58, WI 54.
We launch in IL, IN, MI, MO, OH, WI. Across 3,169 USAC service-provider offices in those states, the median office has 14 local buyers with open network bids within 60 miles, and 94% have at least 3.
The 60-mile circle ignores state lines. From ZIP 46802 (Fort Wayne, IN), the list on USAC data of November 7, 2026 has 9 local buyers: 4 in OH, 3 in IN and 2 in MI. See that list
| State | Provider offices | Median local buyers within 60 mi | Offices with 3+ local buyers |
|---|---|---|---|
| IL | 821 | 17 | 99.9% |
| IN | 353 | 6 | 97.2% |
| MI | 536 | 16 | 87.3% |
| MO | 513 | 12 | 94% |
| OH | 556 | 13 | 99.6% |
| WI | 390 | 12 | 79.7% |
How we counted. Each Active USAC service-provider office in these states (xcy2-bdid), placed by the Census geocoder from its USAC street address. Then the schools, libraries and districts (one per USAC billed entity number) with an open Category 2 Form 470 (jp7a-89nd, 39tn-hjzv) within 60 miles of it.
Not counted: bids that could fall either side of 60 miles, and consortium or statewide 470s. As of .
How a finding is built
- An open bid. A certified Form 470 whose earliest contract date hasn’t passed (
jp7a-89nd). That date is the first day the school may sign, not the bid deadline: the allowable contract date, explained. - Network items only. It must ask for Category 2 services: Wi-Fi, switches, cabling, their maintenance, or managed internal broadband (
39tn-hjzv). - Still open to you. If the 470’s own text names a mandatory site visit or pre-bid meeting that has passed, it’s dropped. A site visit or bid due date named only in the RFP file is not caught: open the RFP before you drive.
- Within 60 miles. A ZIP or city is placed at its Census internal point and a provider office (SPIN) by the Census geocoder; the school is at USAC’s own point. Where either point is uncertain, bids that could fall either side of 60 miles go to a separate edge list and are never counted.
- Last time. The same buyer (its BEN) and the same kind of service, in the latest funding year with a usable Form 471 request: bids reported, provider chosen, pre-discount cost, USAC status (
qdmp-ygft). The provider is matched by SPIN number only, never by name (xcy2-bdid); where USAC’s commitments data (avi8-svp9) also lists the request, it must name the same SPIN. Denied, Cancelled, provider-swapped and never-invoiced requests are skipped. - One sentence, from fields only. Every number in it must be a USAC field value, and every quote must appear word for word in the record. When a form contradicts itself (a “count” that is really licences, a rack listed “in case”), we leave the number out instead of guessing. No AI model writes or changes the numbers.
- Re-checked before it’s shown. Each finding is re-read against the raw USAC rows it came from, and removed if anything differs. In this data: 0 of 778 failed.
Ionia Community Library (Ionia, MI) has an open Form 470 (#270003649) and requests bids on 7 wireless access points, 4 switches and 1 Each of "Firewall Service, Components, And Necessary Software And Licenses" among other items (Internal Connections, with necessary software and licenses). USAC lists December 2, 2026 as the earliest date it can sign a contract. On its FY2024 Internal Connections request it reported 2 bids and chose Nicholas Heimler: $3,718.00 pre-discount cost; USAC status Funded (FRN 2499001028).
Its 470 also says, in its own words: “Please see RFP for details. Quantities are approximate. Racks are only listed in the 470 in case brackets are needed.” (category_two_description, Form 470 #270003649). So every count here is the school’s estimate: a starting point for your price, not an order.
Everything this 470 asks for in Category 2 (the sentence names only some of it):
| Item | Quantity |
|---|---|
| Wireless Access Points | 7 Each |
| Switches | 4 Each |
| Uninterruptable Power Supply/Battery Backup | 2 Each |
| Firewall Service And Components | 1 Each |
| Antennas, Connectors, And Related Components | not given (Each) |
| Cabling | not given (Feet) |
| Racks The 470 text hedges this line | 2 Each |
| Item | Quantity |
|---|---|
| Wireless Access Points | 7 Each |
| Switches | 4 Each |
| Uninterruptable Power Supply/Battery Backup | 2 Each |
| Firewall Service And Components | 1 Each |

On a separate checker, with its own code and none of ours, re-derived findings live from USAC, on USAC data of . Every finding it checked is listed below with its USAC record and result, and the full report has every claim with the USAC link it was checked against.
661 of 661
claims matched live USAC records, on 30 findings drawn at random from 5 randomly picked provider offices.
229 numbers, 60 dates, 199 text fields, 173 record matches. 204 of 204 source links returned the record. 0 of 30 findings were false.
43 of 45
matched when a separate AI-agent run, using none of our engine’s code, re-read each one field by field against its raw USAC records: 3 random draws of 15 from all open findings nationally.
Both misses were a licence phrase quoted out of context. We fixed the rule, not just the two rows, and the third draw passed 15 of 15.

The 2 misses: #270002005 Pewaukee School District quoted a licence phrase out of context; #270002522 East Liverpool City Schools quoted a licence phrase out of context. Both now quote what the 470 asks for, and were re-checked live after the fix.
- An earlier recheck found 3 misleading findings (a rack listed “in case”, an access-point count to be set by a heat map). The rules were fixed, and those cases are now permanent tests.
- Every confirmed wrong record becomes a test case. New data reaches your list only after every test passes.
- Every day, each finding is also re-checked against its raw USAC rows before it is shown: in today’s data, 0 of 778 failed.
Will this get me in trouble with E-rate rules?
Reading open Form 470s is what the program expects you to do. USAC’s guide for service providers says: “There are three ways for service providers to search and review FCC Form 470 information” and lists its Form 470 Download Tool, its Form 470 data set and EPC. We read Form 470 records from the same USAC Open Data site. (Source: USAC, “Step 2: Respond to Applicant Bid Requests”, read )
The rules that can get a provider in trouble are about how you approach the school. Three matter most:
-
Don’t write the school’s 470 or RFP
“You must not prepare, sign, post, or certify an FCC Form 470 or provide any input into the RFP documents. You cannot serve as a contact on the FCC Form 470, nor can your contact information appear on this form.”
Source: USAC, “Step 2: Respond to Applicant Bid Requests”, read
-
Gifts: $20 per item, $50 per person from any one source per funding year
“Applicants may not accept gifts with a retail value greater than $20, which include but are not limited to gifts for attending seminars; marketing calls; loans of products, including those characterized as on-site product demonstrations; services or equipment; or trainings.”
“The combined value of items received by any individual may not exceed $50 from any one source per funding year (period from July 1 to June 30).”
State and local gift rules can be stricter. USAC: “To the extent that a state or local provision is more stringent than the FCC gift rule requirements, violation of the state or local restriction constitutes a violation of the FCC rule.”
Source: USAC, “Gift Rules”, read
-
Bid to the contact on the 470, about that 470
Send your bid, and any question you need answered to bid, to the contact the 470 or its RFP names, the way it asks. No general sales pitch.
“After the FCC Form 470 is posted, you should limit outreach to the applicant to requests for information needed to submit responsive bids. Note that requests for information should not be generic emails or other communications soliciting business but should be specific and related to the posted FCC Forms 470 and any RFP documents.”
Source: USAC, “Step 2: Respond to Applicant Bid Requests”, read
New to E-rate bidding?
You can send a bid before you have a SPIN (498 ID), but USAC can’t commit funds to you without one. USAC: “Service providers that have not yet completed an FCC Form 498 can still submit bids, but USAC is unable to make funding commitments without a completed FCC Form 498.” (Source: USAC, “Step 1: Obtain a 498 ID/SPIN”, read )

What erateradar does
- Reads the public Form 470 and Form 471 records USAC publishes on opendata.usac.org.
- Links every fact in your list to the USAC row it came from.
- Sends the list to you and the people you add to your account. Nobody else.
What erateradar does not do
- Contact schools, libraries or their consultants.
- Write, file or edit any Form 470, RFP or Form 471.
- Submit bids, or act as anyone’s E-rate consultant.
- Read or summarise RFP documents.
- Show a school, USAC or another provider that you looked at a bid.
Is E-rate money moving right now?
USAC’s own site banner says:
“USAC remains open during the government shutdown with our staff and customer support centers maintaining regular business hours. At this time, USAC cannot commit or disburse funds.”

Schools are still posting bids, and we list them. We don’t predict when USAC will commit or pay funds.
We are not affiliated with USAC or the FCC. This is a summary of USAC’s public guidance, not legal advice. When a rule matters to a specific bid, read the USAC page linked above, the 470 and its RFP.
Report a wrong record
If something in your list doesn’t match USAC, tell us:
- In the app, use Wrong record? on the item (on your list and on the web view of each weekly email). Each report is emailed to a co-founder.
- Not using the app? Email touko@heliosone.fi with the Form 470 or FRN number, reply to any email from erateradar, or book a call. They reach a co-founder’s inbox.
What happens next:
- We re-check the record at USAC.
- If we got it wrong, we fix the rule that caused it and add the case to the tests every list must pass. A fix rebuilds the lists the day it ships, and we email you when it’s fixed.
- If USAC’s own record is wrong, only the school can correct it with USAC. We’ll tell you that.
